IP-25 ~ The FREEDOM Amendment
Amending the Oregon Constitution to protect our way of life, preserve our heritage, and shield our rights to hunt, fish, farm, ranch, manage wildlife, and perform animal husbandry duties for generations to come.
Constitutional protection
IP-25 enshrines hunting, fishing, farming, animal husbandry, wildlife management, and ranching as constitutional rights in Oregon, ensuring they cannot be easily restricted or eliminated.

Community heritage
These practices are deeply woven into Oregon communities. From coastal fishing towns to eastern Oregon ranches, IP-25 protects the livelihoods and traditions that define our state.

Balanced approach
The amendment maintains existing regulations and conservation laws while preventing overreach that could threaten traditional practices and rural economies.

Future generations
By protecting these rights now, we ensure that our children and grandchildren can continue to hunt, fish, farm, and ranch in Oregon as generations have done before them.

What the FREEDOM amendment protects:
Hunting and fishing
Oregon has a rich tradition supported by the 33 fish hatcheries that produce around 35-40 million fish annually for release into Oregon waters to support recreational and commercial fisheries, conservation, and mitigation efforts. While hunters provide hundreds of thousands to over a million pounds of wild game meat to their families and communities annually with high-quality, lean, organic protein. This way of self-reliance substantiates food security and cost savings while funding conservation efforts with license fees. IP-25 ensures these natural activities remain protected human rights.
Farming and ranching
Agriculture is very diverse in Oregon, from large cattle ranches and dairy operations to specialty crop farms and mixed livestock. With 15.3 million acres of farmland, agriculture is the backbone of rural Oregon. IP-25 protects the right to farm and ranch, ensuring food security and economic stability for agricultural communities.
Animal husbandry
Raising livestock is essential for true self-sufficiency. It dramatically cuts grocery costs while providing a rich and high-quality proteins and essential nutrients. Families can raise milk goats for fresh dairy, lambs (or other small ruminants) for meat, or other animals for food, fiber (wool), or other agricultural purposes. IP-25 protects and protects these rights to raise cattle, sheep, poultry, and other animals for food, fiber, and other agricultural purposes and preserves the traditions of animal husbandry practices that sustain healthy, independent households and rural communities.
Wildlife management
Effective wildlife management in Oregon successfully balances conservation with human needs through responsible, science-based practices like regulated hunting, trapping, and habitat stewardship. These tools maintain healthy wildlife populations, prevent overpopulation and disease, reduce conflicts with people and agriculture, generate essential funding for conservation, and support sustainable food sources for families, all while preserving our rural heritage and outdoor traditions for future generations. By constitutionally protecting these time-honored traditions under IP-25, Oregon ensures balanced stewardship that allows both thriving wildlife and thriving communities to coexist.
